Objectives
WP 1 provided the conceptual basis for the various elements of the MOST project. It aimed to harmonise concepts, objectives and definitions across the project, drawing as appropriate on experience from other completed and on-going studies. The MOST project included a variety of different demonstrators and case studies that represent various forms of mobility management, in different settings and stages of development - so it wasimportant to ensure consistency across the various activities. WP 1 was responsible for preparing an inventory of the different starting conditions, aims and methods for the partners involved (demonstrators, case studies, followers), and to harmonise these, as necessary. The development of a common implementation framework (toolkit) assisted the demonstrators and case studies in implementing effective mobility management measures and in setting up comparable monitoring and evaluation strategies.

WP1 Deliverable
Download D 3 (~60 pp.): This combined report of WP 1 "Conceptual framework" and WP 3 "Monitoring and Evaluation" provides an overview on the state-of-the-art of Mobility Management including recommendations for implementation as a starting point for the MOST research and demonstration sites. It gives them guidelines at hand in the form of 2 toolkits: the implementation toolkit (~100 pp.) and the MET, the monitoring and evaluation toolkit (~75 pp.). The latter is also separately available as an updated document.
