Workpackage 4 - Common Assessment Framework

The objective of WP4 is to provide a robust common assessment framework for the TAPESTRY case studies and a methodology for local and European cross-site assessment within and between the three clusters.

The deliverable associated with WP4 is the Common Assessment Framework (Deliverable 3). This deliverable will form the basis of the assessment to be carried out at each case study site and ensure that data is collected on a common format in order for cross-site and cross-cluster analysis to be completed.

The Common Assessment Framework has been developed drawing on past EU projects and other related research, in particular from the health sector. The first part of the Deliverable sets out a comprehensive methodology for campaign assessment, from outlining the general policy objective which shape a campaign, to analysing the impacts. Other aspects include inputs, outputs, external factors and campaign recall. Particular attention is paid to the measurement of campaign impact in terms of changes in attitudes and behaviour. A model or barometer setting out seven stages from awareness raising to changes in habitual behaviour forms the basis for this part of the methodology. The framework also explores how to assess elements of campaign management.

The second part of Deliverable 3 focuses on data collection techniques.

The Common Assessment Framework will be updated in towards the end of the project (June 2003), in the light of the experience of its implementation by the case study partners. It will therefore be a tool which can be used by other campaigns to assess their success.
