WP B – Behaviour Change Models and Prospective Assessment

The team of workpackage B of the MAX-project was led by ILS (Belgium), assisted by partners from Germany, Greece, France, and the UK and as main demonstration and test city Munich. It has been investigating behaviour change through MM - how to model it, how to measure it, how to predict the effects of MM?

It turned out that to construct a real predictive tool is currently not possible. This is mainly due to lacking reliable data on mobility management results. Confronted with this main conclusion from the State of the Art research, WPB proceeded to lay the groundwork for the future development of such a tool, and provided 4 tools that greatly help MM professionals from all levels to structure, monitor and evaluatet their work:

MaxExplorer is a decision support guide that provides guidance on suitable MM measures. It is based on expert advise and it is planned to continuously improve this tool with the help of the evaluation data to be gathered in the future

MaxSumo provides is an evaluation tool that provides standardised guidance during the planning, implementation and evaluation of a MM project. It helps to structure the necessary steps of a project, e.g. setting targets, defining target groups, selecting measures.

MaxEVA is an interactive web database for the evaluation data of MM projects. It is based on the type of data which will be generated by using MaxSumo. The idea is that MaxEva over time will accumulate data from a large number of MM-projects, which will constitute a database with reliable evaluation data. It can and will be used to improve the MaxExplorer and to build a predictive tool. In short term perspective, MaxEVA can be used as a benchmarking tool where similar projects and their achievements can be compared.

MaxSEM (Max SElf-Regulation Model) is MAX's new theoretical standard model of behavioural change, which has been developed and validated via a cross-cultural survey of car-drivers in seven European countries.
